I think you are misconstruing my point, I used teargas as an example of a noxious gas. If the "smoke" was having an ill effect on the passengers, then surely this would have prompted the resulting police response, but the fact they are now saying they are not treating anyone as a suspect means the "smoke" didn't actually cause any harm. Besides, that, if the average person saw smoke near them and their eyes burned, I am quite sure they would describe it as teargas.

And if the average person on a bus was doing something that involved smoke next to me i'd ask whats up not call the police. Seems like such a strange reaction.

Ok, i see you point.
I dont think a normal reaction would be to wait and see what effect the smoke/gas has on you before you do anything.

My initial reaction would most likely be to run away before it gets anywhere near me.

A normal smoke detector like you would have at home won't be set off by vapour, though if it is a light sensitive one it will. Not sure which they use on planes.
Some airlines actually sell ecigs during the flight.

Ryan AIr defeinitely lets you use them and more and more airlines are removing the restriction as time goes by.

Some airlines are daft though, my last flight and I can't remember who with, I wasn't even allowed to use my phone in plane mode to listen to music..........

I was on Thompsons, think they did have them in the mag actually. They made big song and dance about not smoking, saying how they had sensitive smoke detectors etc but didn't mention e-cigs.
