It probably will be open to the public. All of the other velodromes are: Newport, Manchester and the new one in Glasgow when it opens later this year.Hope us mere mortals will be able to try out the track once the olympics are over.
I think a lot of them will find that their bikes are not allowed on the track, unfortunately. I measured my fixed gear bike last night but the bottom bracket is too high (mine is 12", rules for the manchester velodrome say 11" BB heightI know amongst the FG community there's been a lot of interest

There will probably be bikes to hire though, as most other velodromes do. Also, track bikes are so simple with no gears or brakes and that makes them quite cheap.
