There is a lot more detail to all of this.

The brand new cars tested, especially diesel, have very different emissions profiles once the injectors start to get deposits. The fuel mix also has an effect on emissions which is beyond the control of OEMs.

What I don't understand is all the uproar about it, I bet most the people who are complaining about it also turn off 'stop-start' technology on their own cars.
