I'm not sure on that - Putin seems very reluctant to commit from their main armed forces or mainstay reserve stock and they are getting through, in terms of replacing losses, what was pulled out of mothballed stock and put back into service - without touching their regular army it will take time to conscript/draft new soldiers and put more older stock into service.
(That isn't to say regular army isn't used in Ukraine at all - but the force is significantly bulked out from new draft soldiers and older equipment than even their reserve stock).
Putin seems quite paranoid about depleting the main army - maybe he really does think the West might attack Russia.
