Doesn't need to trigger NATO for it's biggest contributors to make a statement with some added physicality.Hard to say, but I strongly doubt that it would involve starting WWIII, and that's exactly what Putin is relying on. He'll continue to use incremental escalations that are never quite enough to trigger NATO.
