Float or swim parallel to the shore to try and escape it rather than trying to go against the current AFAIK.

It's certainly not the only explanation I could think of though, being hit by the boat would be a much more obvious one for a start

the only real explanation I can think of for the arrest if the vessel he was piloting didn't cause the issue...

Whilst an incredibly irresponsible thing to do I don't see how it could be an arrestable offence.

Dorset Police said there was no contact with a jet ski or boat and no-one jumped from the pier.

It was illegal to jump off the pier in 2016 and the police said they didnt jump off the pier in 2023... i thought that was pretty straightforward.
