While this is true, and gets mentioned a lot, it's also not actually abnormal for a classical European power.
By contrast, the UK is mainly London, then Birmingham and Manchester, then Leeds and Glasgow, then the minor cities. Russia is Moscow, then St Petersberg, then the minor cities. Their fifteenth biggest city is still bigger than Liverpool and dwarfs Edinburgh or Cardiff.
This is true, and was made extra funny by the fact that they depended on Ukraine for so much, I.E maintenance and/or parts for their Ukrainian designed/built ships/ICBMs/aircraft. One of the reasons they were unable to get many of their T-80s (and any of their T-64s) out of storage and operational was because invading the country that designed/built them made it difficult to order parts xD
They're having a similar issue repairing their Su-25 aircraft because the USSR put the factory in Georgia and they're refusing to help
