That's not how it works behind the scenes.
Vendors can drop prices and then do refunds in various ways (be it discounting prices on next shipment to let retailer recover the difference, cashback, credit etc.). Big retailers like ocuk have loads of ways to drop the pricing mid sales and get the monies back from vendors one way or another. As long as AMD decides that's how it should be, they can make it happen. This is exactly why the price in retail isn't set yet in stone and AMD is still debating what it should be, because they can make such adjustments with will propagate through retail very quickly. Then it is in retailers hands what they really want to charge and what the agreement is between them and vendors.

Not a chance - the 9070 is around 7900GRE performance, which is basically the same as a 6950XT.
9060XT is rumoured to be 32 CU for 2048 Shaders. The 7600XT is a 2048 Shader part.
Allowing for architecture improvements and clock speed boosts, I think it will come somewhere near a 7700XT maybe?
That's exactly why you can see much lower prices initially then jumping up on Nvidia cards. Hell, a lot of the time retail do not even pay for the stock before it sells, depending on their agreement with specific vendor. In other words, the pricing might not exist yet till 5 minutes before premiere and not even retail knows what it would be. This is why leaks of retail pricing are often so far from reality. So no, I'm not confirming what you said, I'm saying it's often the opposite.

Nvidia is a monopoly though, they don't have to collude with anyone. Other parties on the other hand...

That's not what I've seen from the leaks.
It was ~42% with the 9070XT and that was with RT
The official leaks don't suggest that , I'd guess 7800xt , 5060ti 4070
What about the results without RT? They had list of games listed

I expect real world testing to be closer.
