It recommends the 3080ti as the 3080 isn't able to run 4K 60fps with max settings due to lack of grunt, they put 12gb of VRAM as that's what the 3080ti has but the game seems to use around 7gb at 4K ultra according to DF.

As has been stated before system requirements are not a science, most developers don't put resources into making it accurate- the fact that recommended asks for 12gb is simply because the pc the developers built the game on has 3080ti's in them and the game ran ok for them so that's your recommended spec, they don't care if it's overkill or if the game uses less than 12gb vram. The minimum requirement will just be some old pc they had stored in a cupboard or a pc one of the developers brought to the office from home and it ran ok so that's the minimum

Yes, whether that is by design or not who can say.
Actually hardly dare to go into this thread as the 10GB decision gets defended like crazy by the serial upgraders. And as you said, by the time it becomes and issue, they'll be on the next thing anyhow.
And any opinions of those who upgrade every 3-5 years and like to play heavily user modded games... Best to ignore or dismiss those.
