Yes, whether that is by design or not who can say.
Actually hardly dare to go into this thread as the 10GB decision gets defended like crazy by the serial upgraders. And as you said, by the time it becomes and issue, they'll be on the next thing anyhow.
And any opinions of those who upgrade every 3-5 years and like to play heavily user modded games... Best to ignore or dismiss those.
No one is "defending" it, people are only pointing out that it isn't an issue in the so called "provided" examples such as RE village, godfall etc. especially when you have a select couple making it out like it's an issue in "loads" of games when as evidenced by the so called "defenders", it's not.
And no one is ignoring/dismissing about heavily modded games either, heck I even posted a video showing where you have a 100% genuine vram limitation via mods i.e. cp 2077 with "several" 4-8k texture packs, I don't mod games as much nowadays or rather newer games out there aren't as good/fun to mod but never encountered any issues with skyrim or fallout modded fairly heavily but YMMV if you're using other/more mods.
As already noted by several people, in 3-5 years, everyone on the current gen gpus are going to be dropping settings anyway or/and using higher presets of dlss/fsr (especially at 4k) due to lack of grunt, which in return is also going to drop vram usage.
