It has been quoted as a way of artificially increasing the effective angle of attack of the rear wing. It is legal in the current regulations apparently because of its location.
Shimmy beat me to it but yes Ferrari haven't missed the T wing loop hole either. Not sure what to think about the sidepod inlets other than a reminder that the last time a team went daring with the sidepod inlets (McLaren 2011?) it didn't really work out great.
The problem is they will stick whatever they can to the car to get more performance and if its legal/they can get away with it. I dont think its as fugley as the FI though.
Doesn't look like there is one there at all?? They have the camera mount, then the shark fin, then the rear wing. Unless I am blind I cant see the outline of a T-wing.
