the rumoured 3080ti isn't a fully unlocked core, its close to a 3090 but not quite, so they could either use them as a 3080 for much less profit, or create a new product that uses "almost" 3090 chips, note I didn't say they would be doubling production of cores, but if memory supply is also creating additional burden on supply chains, you can produce twice as many boards with half the number of ram chips, it does improve throughput, particularly if they've been stockpiling cores that are "too good" to be a 3080 but not quite good enough to be a 3090 - the latest rumour was that it would be 10,240 cores, not the full 10,496
at the end of the day this is nvidia, so if they really thought they could keep pumping out 3090's and selling them for full price, they would, it doesn't make sense to say they are selling full 3090 cards for "cheap", because they are selling every card they make right now, so there has to be a reason to stick a card between the 3080 and the 3090

now this could have been as towards end of last year, 3090's did actually stay in stock for a while so they were banking on the high price becoming a push off for others as time progressed. They may have figured that rather then selling 3090 dies as 3080's put them into a middle of the road product with less VRAM. As time progressed, if anything demand has gone up going into 2021 with 3090's FE which go on sale snapped up in minutes rather then hours as towards end of last year.
So yes, it depends what core nvidia settle on, if the above link is correct, they managed to have a core destined for a 3080Ti basically go into a 3090 which suggests there initial plan was to have a 3090 with Less VRAM. Now it depends on what they go with on the core. I do also imagine there must be some middle of the line cores as the 3090 is pretty much a full GA102 core with some bits cut off, but there must be some cores with even more cut off, but not too the 3080 level.
