Yes, definitely. I have a 4k 240hz monitor, and in some games I crank down the settings/use DLSS to lower the GPU load. It's quite easy to get <85% GPU usage. Even the latest AAA story games are very CPU demanding.
I game at 4k also. how do you determin if your gpu is being bottlenecked by a cpu? When the gpu is not running at 100%?

Yes, if your GPU usage is consistently <90% or so (maybe even 95%) then you are likely CPU bottlenecked. Occassionally it can be due to the game engine, e.g. Starfield cannot go higher than 165fps, GTA V cannot go higher than 187fps I recall, but this is rare. It's usually a CPU bottleneck.
 
I received feedback yesterday to confirm it wasn't faulty.

I do wonder now if I didn't leave it long enough for the RAM to train. I left it a good 10 mins but I've since read online it can take up to 20 mins.

I'm curious to hear from people who have successfully installed, roughly how long it took for them?
I installed my 9800X3D in to a Gigabyte X870 Eagle with Corsair C30 6000mhz ram and it booted instantly without any memory training.

I did pick memory that was on the motherboards QVL list though so unsure if this made any difference and the only bios setting I changed at the time was to enable EXPO

I was adding the CPU to an existing (working) build. Like you I'm using RAM that is on the QVL list so despite getting the DRAM light on the mobo, I don't think it's a compatibility issue. The bios was upgraded to the latest & settings reset prior to install.

I've since reverted to my old CPU which is working as expected.

It's left me really confused & reluctant to try again as it's such a faff trouble shooting when it involves having to remove the cooler, GPU, repaste etc

more than likely its your memory, did you buy memory on your boards qvl list? what is the memory speed, maybe the cpu doesnt like the memeory speed for example 6400mt doesnt work by default on all amd cpus.

for example my memeory is on my board qvl, at 6400mt, but my cpu will not accept 6400mt without increasing vsoc 1.28v. its likely something about your memory causing the issue, even if it worked with a previous cpu. try 1 stick and start from there.

I know what you mean, This is why I went for QVL list ram and an X870 motherboard as I wanted to make sure that they would work together.

Even though the previous gen boards work and updating the bios I went for the X870 purely to reduce any issues as I do not have the parts (Was on an I7 9700K before) like other DDR5 ram or an AM5 processor

Yep it's also had me thinking about upgrading my board. Currently on the Asus B650e-f. But it should work so feels like I'm throwing money at the problem for no reason
 
Yes it's on the list & works fine with my current CPU. Worked fine prior to the upgrade & working fine now since I switched back

Exactly, this is the point of going AMD that you do not need to replace the board with every new processor.

Mine was a complete new build so was easier and this is what I always worry about as that was the board I was going to get but by the time I got everything it was more than the X870 boards so went down this route.

As your ram is on the QVL list for your board as well and putting back in the old processor worked you know everything else is ok

What ram did you exactly get?

I RMA'd the CPU thinking it was faulty (it wasn't) so I can no longer test

But the RAM was 6000Mhz CL30 - G.Skill Trident Z5 Neo 64gb on the QVL

Cleared the CMOS prior to the install

It may be a blessing in disguise as I'm looking at the 9900x3d or 9950x3d once the reviews are in but my concern is that I'll hit the same issue so trying to do as much fact finding first hence asking the questions :)

should work with those speeds to be fare without much issue at all and that kit. does that board have a code readout display? i expect not? 1 thing ive encountered in the past on other boards, is swapping the sticks around (same slots but swapping them over i/e if using a1 and b1 swap them). dont know why but sometimes for instance on my older 5900x, it wouldnt boot with the ram, then i swapped them around and it booted fine.

No code read out which I didn't realise when purchasing. I wish that I'd tried swapping the slots as you suggested as well as trying with just a single stick.... I also wish I'd left it longer just to 100% rule out the training as one guy said it took best part of 20 mins

Check B grade and see if the 9800X3D is now being sold there lo.

If they confirmed it was working then it could be the ram, try with 1 stick in or disable EXPO and try it at lower timings to see if that helps.

Not much else you can do atm without the processor anyway but does make you wonder why its happened if everything has checked out ok

Would someone please confirm whether it is better to disable/enable or set to 'auto' Global c-State Control as I am seeing so many conflicting opinions. I have seen a few people recommend it set to 'enable' online to reduce games stuttering.

Is this a setting in the bios? I've not heard of it before.
