But what about Ebay sellers, who rely on selling empty boxes to make a living?I think they should have minimal packaging as I don’t care what the box looks like and fancy packages are just wasteful and increase the price.

I always keep boxes as it increases resale value, also when selling on it shows if you have the box in pristine condition the chances are you also looked after the hardware that's inside it.
If you are referencing zen 2, its worth remembering that the 4 core ccx was part of an 8 core CCD (die), rather than a smaller chiplet die itself.Thats what caught my eye reading the above article .
Is it due to less wastage per wafer? Thus cheaper to manufacture.
Not sure but I have noticed the newer cheaper end CPU's from AMD have all been using Zen2 designs. Zen 2 CCD allows AMD to produce 4 core CPU's by cutting off half of the CCX which is something you can't do with Zen3. So it might have something to do with that and they want the flexibility Zen2 gave them.Thats what caught my eye reading the above article .

Those are probably the pre-launch scalp prices. If there aren't any in stock, they can try to charge more for early /pre-orders.
