The GPU side of things has some upgrades as well, some extra features, supports HDMI 2.1 and Freesync.
If the graphics are Vega based, it'll be interesting to see what benefits things like HBCC will have on a shared RAM system.
Have they confirmed it's a custom Polaris 10? Last I read it just said it was a custom 40CU chip.

Have to disagree mate, i understand your point, Xbone still is not a fully DX12 console, Scorpio will be Microsofts full DX12 console, they cant afford for it to fail. You mark my words, they will throw a lot of weight behind it, they have to do that to sell the thing, its going to be expensive, so its going to require a ton of game backing to entice people to upgrade to it, the side benefit of this is AMD will get good gains in the games made for Scorpio, they already have a ton of DX12 cards out now, which is going to get larger with their Rebrandeon and Vega coming, Nvidias next Arch is quite a ways off still, and no news if its even coming with proper DX12 hardware support, AMD already have their groundwork laid out.
I cant understand how people can look at the past and just write them off as you are right, Xbone has done pretty much nothing for AMD's market share, DX12 bolt ons have been underwhelming at best, and AMD seem impotent in the high end GPU segment right now. So its easy to make the conclusion that AMD are doomed to more years of failure, but for me, this Scorpio announcement speaks volumes, Microsoft are pushing DX12 hard, very very hard, AMD are going to benefit from this massively. Watch this space.

RX 480/470/460 already supports HDR and LFC freesync, so it's not really about Vega, it's up to the monitors manufacturers, to offer an HDR monitor and with panels good enough with minimum/maximum refresh ( max > or = min x2.5 )When is Freesync 2 coming out?
When Vega launches and I have time to see how the land lies it will be time to get a new GPU and a new panel! I'm getting more stutter on my new Ryzen system than I was on my 3570k. Not sure why. It's using my existing 970 and my old 2008 60hz 1220p monitor which tears a lot. With adaptive vsynch on it's a bit stuttery. More than it used to be. Well in BF1 mostly.
Just a shame that based on the monitor I buy, it will lock me in to AMD or Nvidia for quite a while!
