That may be true, but in this case it was because AMD had nothing to offer. They will do with Vega.
While true Amd did not really need to offer anything more as the 390x is a good match for the gtx980. It was not obvious back then with the 290x but now i would put up with the extra power and heat of the 390x due to th extra ram and dx12 capabilities. The Hawaii chip is really a thing of Beauty for how it's aged.
