Agreed, these aren't the CPU's we're looking for It does bode well for Zen 3.
The other thought is that if these DO have lower power draw and thermals due to better binned parts, the 3600XT (or even the others) could be very tasty for some small HTPCs or other similar form factors with more restrictive airflow/cooler capabilities where more oomph over the 3300x/3100x are desirable, but the original (cheaper) 3600 might have been a touch too toasty. (Or those somewhat mad AMD AM4 desktop in a laptop solutions).
If Apple is willing to cram 8700's et al into Mac Minis and people build small ITX boxes and NUCs with similar cooling issues, and they sell, then there is obviously a market for this sort of portable/miniaturised but powerful market, where cooling volume is at a premium (and also PSU output capability). These new, better binned chips may be perfect (and very desirable) for this market segment. Look at the power usage and temperatures of 3950X and extrapolate that down to a much smaller chip with the corresponding lower power usage and heat draw and I'm sure you can immediately see where I am going here.
Same reason Xeons are so popular in the seconds HTPC and ITX market, as they're better binned and run cooler so can often be put in a smaller case or trusted to run ok with a stock Intel cooler where the i7 equivalent would end up throttling or running just way too hot.
