Absolutely, being under full load is not abnormal or a bad thing.GPU's normally run at or close to 100% unless the CPU cannot keep up or VSync is on.

i googled the Death Stranding error code, and i read on reddit , a guy said running out of VRAM
ive only got 8Gb
new GPU time i think, and re test with 16Gb !

Its points toward the cpu having a weak memory controller, is you system fully stable at default setting? only crashing when you enable expo?
Mine runs at 1.25 but I have seen kits that use 1.35 for 5600.Yes I believe so
Googled voltages
Noticed that when I put Expo on (5600) the dram voltage goes from auto to 1.25v
I've read that 5600 needs 1.3 to 1.35
So I've now just changed to 1.35v
Testing again now
These issues you are having with the Kingston RAM?so i have just tried
EXPO enabled with :
DRAM VDD and DRAM VDDQ @ 1.3v
VDDSOC Voltage @ 1.3v
