News just in, Zen CPU hits 10ghz on Water, creates blackhole in time space continuum through which pours AMD engineers from the future who replace chip with future chip that hits 100ghz on air without heatsink.
I've seen it hinted that the XFR concept is a lot tamer than what most of us think it is 
The X in XFR stands for Extended... but extended relative to what? Relative to the CPU itself? Or relative to its closest non-X model?

- the 1700X has an "extension" of 100Mhz (3.8GHz max turbo when cooling allows)
- the 1800X has an "extension" of 300MHz (4.0 GHz max turbo when cooling allows)

That would just mean that the 1700, 1700X and 1800X would basically be the same but with automatic overclocking. No-one would pay almost double the cost for that.
When the price of admission to high thread count is made so low, AMD might want to at least capture some high margins from "whales" who insist on having the top part.

No, there's the official slides floating around that show that the CPU's will hit their normal rated speeds all the time, then if cooling is good enough they'll 'eXtend' the frequency past their rated speed.
So the 1800X will do 4GHz even if your cooling is good enough not to cause thermal throttling. But if you slap on good air/AIO/custom water it'll go faster than 4GHz automatically.
The red line is the normal advertised boost clocks. The blue line is XFR kicking in when needed when better cooling allows for headroom.
No-one has a clue at this point how TDP and therefore cooling requirement scales to Speed. There have been heavy hints that people with advanced cooling are going to see significant benefit. But is that 5% or 50% - I don't think anyone has a clue.
Personally I still think that all the water loops we saw at Christmas point to a significant advantage to strong cooling solutions. I think that potentially the 1800X is going to come into it's own under water and under Air the 1700x is oging to be the chip of choice. But I am just pulling guesses out of my shiny silver butt.
