GOW:Ragnarok is most definitely the best implementation of FSR3.1 so far. The only issues are the particles in the prophecy scenes and some flowing water ghosting. XeSS has distant shimmer while FSR3.1 is practically the same as DLSS. i.e. very stable. Tested on a 3080FE at 1440P.

It's stable but still not as overall-stable as DLSS, at least at 4K output in either native or Quality upscaling - XeSS is objectively the worst in this game whilst native TAA is just as bad as XeSS. DLSS is most definitely the most performant and stable on the whole. The game's engine still has instability issues on reflections and things though even at native 4K so isn't the best game to demonstrate what upscaling is actually capable of:

Interestingly all of the upscalers in this engine are terrible at 4K Performance upscaling inc DLSS 3.7 which is a mystery as it goes against all other games that are on DLSS 3.7 out the box or manually swapped in.

That's some reach, If AMD locked AMD FG, that would be AMD copying Nv.

Instead they made it available for every non 40 series gpu, my old 1060 Strix laptop runs fsr3.1!
We're talking about FSR4 and the possibility it will require RDNA4, meaning it wont run on every non-40 series GPU or 40 series GPU or any current AMD graphics card.

Exactly, didn't disagree with that, it was the dig at AMD enforcing the reply that AMD has provided all gamers with upscalers/FG, whereas Nv have locked out loyal customers who didn't upgrade to 40 series and now use AMD's FG because Nv didn't get their monies.

Does rdna3 have an NPU? Iirc the PS5 Pro SoC has an NPU which handles PSSR

If RDNA3 has AI acceleration NPU inside it then I'd have thought it would be able to use FSR4 as well if FSR4 works like PSSR
