I found that the noise level (... fan speed) when clocked (800Mhz) wasn't too different from stock, so long as I didn't touch the voltage. Once I started adjusting the voltage it made a big difference to the stabilised fan speed in games though.
But as I said earlier, noise levels are highly subjective, so you might be a lot more sensitive to it than me. Also, case ventilation makes a big difference (I have a HAF-X with a slow 120mm fan in the duct).
