I would suggest that intellect isn't a metric that highly tied to value. We need people to do every level of job, not just educated ones. As long as you are not a burden and you contribute to the betterment of that country then you are likely welcome or at least should be.

Being a disabled person all my life, and being around disabled people until college, I can tell you there are some very dumb people who are none disabled.

Having a disability doesn't automatically mean they are a drain on the State.
