If you don't make an attempt at qualifying you can be told that you cannot start the race.

You have to make an attempt at qualifying, 107% or not, unless you are stopped for a technical reason such as damage, etc.

Tyres aren't the issue, you get plenty of sets, it's mainly engine life.

107% yes, though frankly doing an okay lap is fine. If they are worried about the engines which I had forgotten about a bit so they may not have been pushing. However that would see them come out and do frankly a single lap ane even slower, they only had to match Manor. Instead they did faster times then went out again. Unfortunately they were attempting to get into Q2 for sure and failed miserably.

If they'd gone out to do a single 107% lap and then back in it would be understandable.

Bernie fined Manor 1/19th of their prize money for not bothering to compete in a race they could have done. There is the potential for penalties for simply not bothering to go out in Qualifying or the Race, as itnis technically in breach of the "competitors must compete to the best of their ability" regulation.
 
As Coals said, data really.

Getting as much data from as many tyres of environment is a must for Honda. Limited testing, as well as the lack of freedom to update the engine at will means they'd rather DNF than not get any data at all, I guess!

If Red Bull have agreed a supply of Mercedes power units, who will they blame when they don't win?

"We didn't win because.. errr... the power unit has exactly the same amount of power as the other cars around us. Which isn't good enough! We need more!"

McLaren: "No it's fine, we don't want to replace it, just add another engine 'cause we might be competitive with two of them"

I'd think Red Bull of all teams would appreciate being a works team over a customer team, but I guess 4 WDCs on the trot weren't good enough for RBR.

What was last race gap, have mercy improved, or just track favours them.

That's the rumour. There's a few sticking points. Red Bull want it badged as a Aston Martin but Mercedes are refusing and saying the 3 point star has to be on the car. :D

Whenever Red Bull won it was always despite having the Renault engine, always complaining that it was down on power even though they got massive assistance from them with the dodgy maps and exhaust collectors and so on.
