OP has 2 choices really let it go and refund him or call the police and start a case. there is no option 3 well there is but it means constantly hiding and on the run for a measly amount of money its not worth the trouble.

might of shot yourself in the foot by alerting the buyer about you knowing hes planning on switching but seeing as you have and taking his latest reply into consideration id send the buyer one last message saying you know that the board in question isnt the one you sent and that you have photographic proof of you sending the undamaged and correct one at the post office and thanks to the photo that he sent you via HIS email address aswell as the contradicting messages from the buyer that you are taking the matter up with the police.
might scare him into dropping it.
Yeah, I do realize they could come on a forum like this, but to be honest, from the amount of support I have received from you guys it might actually be good for him to see he has been well and truly caught!
I messaged him saying I was glad he did finally send me a pic as now I can see it is a different socket, I was not going to refund and that I had contacted eBay. He then opened the case, stating the item is damaged, and then that it was suddenly not even the one I was supposed to send him, and that it is a different board altogether.
His last two messages have had drastic spelling and grammar changes, so I think since he found out he had been caught he has got someone to help him.
For those who are interested, here is the last message I got from him:
"Dear ******
I can assure you that I have no intention of being sent and item from you that is clearly not as discribed or the one that you have put in the pictures - I state once again - I have recieved a totally different item other than the one that you have uploaded pictures of - maybe you should have a look in your stock and see if you have sent me out the wrong one - As I have already stated I am an honest ebayer and have no intention to de-fraud anyone all I want is the item that I bought from you nothing more, nothing less. I am NOT a trader, I am just a guy that is looking for a part for my PC simple as that I paid you good money and entrusted that I would be getting just what I paid for. I have opened a dispute through ebay and have taken advise. I would be grateful if you would stop suggesting that I "accept being caught out" as if Im not being honest Im taking great offence at this statement. I fear it is not I that Is being "caught out".
I would respect you doing the right thing and send me the part that I ordered or a full refund simple as that."
All this chat has been done through eBay mail, so they have on record all that has been said, as well as him linking the pic of the different socket. I am going to print it all out, as well as all the pics, and take it with me to the Police station when I leave in like, an hour. It is just up the road from me, so quite convenient actually.
It's a shame, but I still don't think you've any way of actually winning this dispute, as unfair as that may be. You can't prove your version if events and eBay and Paypal always side with buyers. It's worth going to the police I guess, but if he's not backed down yet, he probably won't.

Ive got it on Gumtree and in Ad-Trader, but if it doesnt sell there then there isnt anywhere else apart from eBay that I can sell it
I guess taking photos of the serial number and EVERY part of the bits in detail is the only option. Will be hard with the CPU tho.....if a scammer claims DOA then there isnt much argument to be had. And at £90ish second hand for my Q6700 its a lot to lose
It makes me sick these people. I would be tempeted to drive to where he lives and feed him a knuckle sandwhich. Wouldnt acheive anything but would make me feel better!

Go back to the flickr page with the photo he has provided to you. Take a look on the right hand side.
"This photo was taken on April 8, 2010 using a Panasonic DMC-FX07."
