I'm gonna call shenanigans on this, he says he was misquoted, those close to him say he never said that, and add to the mix that the full report backs that up* and he is actually out of favour with the rebel leader, none of this really screams credible news article.
*He was quoted as sayin that he thought a captured Buk had come under the control of the Luhansk People’s Republic, thats a totally different rebel province to the Donetsk People’s Republic and controlled by a different rebel group.
The point was the rebel side is chaotic, various leaders have various views, the make online posts, delete them, say something, retract it. I assume they act in the same manner when they issue orders. Allow the inspectors near the crash site, don't allow them. This enviroment is perfect for such a huge mistake to happen.
