In this case though this article is a joke. One sentence explains it all:

It doesn't make any sense to interpret the statement that way. Firstly, the people doing the reconstruction will be contractors not employees.The employees needed to mount a massive reconstruction project are a bit different from those needed to operate the cathedral normally, no?
