They have not stopped EBD mid season, that stops at the end of the year. They have stopped the computer controlling the throttle when the driver isn't touching it because the rules at the start of the season said you can't have movable aero and the FIA has deemed that this IS movable aero because you are specifically making the engine into an air pump with the sole intention of producing downforce. On throttle it is just a secondary benefit to producing power. (go read this link about open throttle reduction of pumping losses

If a team had protested it (which charlie has said was getting more and more likely) then the FIA would have had to stop it anyway because it can easily be seen as movable aero.
I too would prefer if rules were fixed for the season but thats not where we are and I can completely understand why they would stop it.
