And why the hell are the graphics on the World Feed still not to the far left on the HD feed? No one will be watching the HD feed on a 4:3 screen!

They have not stopped EBD mid season, that stops at the end of the year. They have stopped the computer controlling the throttle when the driver isn't touching it because the rules at the start of the season said you can't have movable aero and the FIA has deemed that this IS movable aero because you are specifically making the engine into an air pump with the sole intention of producing downforce. On throttle it is just a secondary benefit to producing power. (go read this link about open throttle reduction of pumping losses http://boards.straightdope.com/sdmb/showthread.php?t=381109 )

If a team had protested it (which charlie has said was getting more and more likely) then the FIA would have had to stop it anyway because it can easily be seen as movable aero.

I too would prefer if rules were fixed for the season but thats not where we are and I can completely understand why they would stop it.

They have made the computer changes to stop off throttle EBD, active EBD is still there for now.

The engine is a pump always, the difference is, open throttle pumping produces much less engine braking, that reduced engine braking makes KERS harvesting more effective.

The FIA may have deemed it moveable aero, but it isn't, moveable aero is moveable aero, this is using an existing system used prior (2009) to OTEBD to make EBD more effective

The simple fact is, it was allowable at the start of the season within regulations, and they have had to make a specific regulation change to outlaw it. That means it was not moveable aero, as if it was, it would have been outlawed already and teams using it could have results overturned.

This has been done for one reason and one reason alone, to stop the season being a runaway for RBR, and much as I hate RBR, they had a legit car and now have a legit beef.

If it's classed as movable aero. Then it is still movable aero even when it is driver related throttle. It was a clear loop hole, which falls outside movable aero. It should have been lett to. The end of the season.

Why is it not movable aero when at full throttle?
Of course fia are going to say it's clarification, they are hardly going to come out mid season and say it's a rule change.

I am actually! Parents have got the TV downstairs on something else, so I'm watching it upstairs on the HD stream as BBC 1 on normal gets awful picture here :(.
 
Why is it not movable aero when at full throttle?.

Becuase the engine is running exactly the same as it would be with the exhausts anywhere else when its on power. They are putting the exhaust somewhere which give them a benefit but it is a secondary effect.

Having the throttle open when the driver isn't touching the throttle peddle is for one single purpose only and that is to generate aero. How that CANT be classed as a moveable aero device I don't know.

As i've said before, I'd rather they left all this to the end of the season as it just makes them all look messy and the bickering already this weekend makes F1 look stupid.
 
Secondary effect makes no differenc. Either it is movable aero or not. It clearly isn't and hasn't been for the last 18months. If it's movable aero the whole lot should be banned.
And if your saying secondary is ok, then 50% off throttle is fine as that to do with engine cooling and engine breaking, which is it's main use as proved by the engine maps.
