Yes, but in Tomshardware article they said that by default BIOS does not allow more than 450W - so they did not say it cant be changed via slider, it just meant that default powerlimit is 450WIndeed.
Is it not the BIOS that determines how much power is available on the slider?
I am seeing FE adapters with 4 connectors, so Tom's could simply be wrong about the 450w limit on the BIOS.

Techpowerup on the other hand said you can change Powerlimit on FE to 600W.
So we will need to confirm on 11th, but I am fairly certain you can adjust power limit to 136% in Afterburner.

Agreed, I fancy a 4090 but can't help but feel it will be complete overkill for my needs.I’d rather pick up a 3090 for £700 than pay £2000 for a 4090.
