When you put the cooler on, did you tighten screws gradually. Started in one corner, then the opposite diagonally and the same with the other two. Keep doing this until fairly tight. This way the cooler is seated uniformally.

cpu cooler just clicks in, Ill take a picture and show you how much paste is on

Ive took the cooler off, Now ill need to remover then put more thermal paste on yes?

Do I Put it on the cpu or the fan? when it came the thermal paste was already on the fan, but when I put more paste on I put it on the cpu like I saw in a video

I think when you lift the cooler the thermal paste serperates so you have to put more on.

It was after I powered off during install because I had my HDD in, The thing wont even turn on now..
