If you like sims, then both.
PCARS has more actual game and content. I think AC has the edge on looks and performance. As well as mod support and even more options because it's a PC only title. But that's because I drive with triple screens and AC has full support and I can max it out, more or less. PCARS looks great at 1080p, and I can max it out at that. But triple screens means I'm down to medium settings and low or no AA.
PCARS is more mainstream in terms of presentation, controller support, included cars and tracks.
Both have different FFB and physics, but they both feel very good to drive with a wheel.
If you just want to turn laps as sim racer with a wheel or race online then AC, if you want an actual game that's accessible to casual and sim racers then pCARS.
If want to race solely online on public servers then iRacing.
