Sad thing is every human being is born a blank slate, some of these people via different upbringings may have been an amazing physicist or entrepreneur / inventor.
I don't think anyone is born stupid as such, they just fall into a cycle like this and make themselves stupid. Almost sort of like a learned helplessness.

This was quite interesting. It reminded me of The Wire - loads of poor people with nothing to do and nothing to live for so they just sit around the estate and sell/do drugs.
That steelworker guy had no business making a baby that he couldn't support. And his partner should have been sterilised - she brought 7 children into poverty. They will most likely end up like her and continue the cycle. Her daughter was already shoplifting.
