Clamping the homeless?

I understand, in my home town, there is quite a problem with homeless people. They are generally all dirty, smelly and drunk up on alchol. Wallowing in their on filth, in street doorways and shouting abuse at passers by.

The clamps will be bolted on to any homeless person found motionless or asleep after 9pm at night. This is the time when they start accumulating in doors ways. The clamps ensure that any drunk causing a blockage are forced to stay put when they wake up. They have proberly been sick too. They are then to be prosicuted and punished.

I think its outrageuos this could be allowed in these days today.

I think hes saying his local council wants to implement this plan, as hillarious as it may sound I dont think its entirely feasible.

EDIT: Oh, OK. I really don't see it going anywhere. How do you clamp a person without harming them?
 
Because clamping people sleeping rough will help them get their act together and their lives back on track.

lol at this thread - can you imagine a group of council workers tip-toeing up to a sleeping homeless person and locking a large yellow clamp on their leg - with a notice saying please pay £150 pound fine to *gives address* by the end of the month or you will be towed away. Thank you - city council.
 
You're joking right? How can they be punished any more than being homeless? In fact they'll probably be grateful if they get arrested- at least have a shower, wash there clothes, a meal and a bed to sleep in.

Just what I was thinking. If I were homeless, I'd just get myeself arrested. Why don't they all do that?

There was a Documenty down here on homeless people and carers and even when they get offerd a home/shelter to stay in if they wish but only about 50% or there abouts stay for more then one night and rather go back to the street

there are shelters. free ones. bed, shower, tv, free food the works. Its a huge industry based on government funding, and its a complete waste of time and effort for the most part.

Having worked with the homeless as a volunteer, and my mother having been working in the shelters for years, i have a fair amount of insight into it.

You can guarantee that the reason you have a lot of homeless in town x is because there are a lot of these shelters etc in place. They wouldn't be there otherwise.

Exeter is a prime example- truro has bugger all homeless because the council dont want em so no shelters are provided. exeter, on the other hand, is a soft touch and has lots of facilities. So you get all the homeless from all over the place turn up because someone is willing to let them carry on taking the ****.

They all end up on the street at night because most shelters stipulate that you have to be 'clean' and 'dry'- or at least not massively wasted.

Trouble is, while there a few genuine cases that want help and really work to improve, most of them are just total wasters.

A fair proportion of them even have homes provided, but they either 'go out with thier mates' (or get wasted, **** themselves and sleep in a doorway), or they have half the homeless population squat there until the place is totally uninhabitable and it has to be practically rebuilt.

Yes, you do get the genuine and deeply saddening abuse cases, or normal people that have just lost everything and gone astray. Most of the time, however, all you get is people who dont want to improve and who think they are entitled to everything for free because they are useless tossers.
