You can do magic but the ministry of magic locks you in Azkaban for accidentally killing a muggle when light from your wand blinded a crane driver whose crane spun wildly around and crushed the poor guy's car.

I wish I was a timelord (with time machine :)).

You do wish upon it but new laws as decreed by the new government that prohibit the act of wishing and anyone found doing so is hung drawn and quartered.
