Forgive me because I am purely talking objectively here, but I'm pretty sure there was a lot of rhetoric about Bethesda relying on modders which wasn't ok. And yet here we are saying oh it's fine when CDPR do it.
Anyway, probably doesn't warrant too much of an analysis because let's face it. It's not a big part of the game!
That would be like getting nitpicky about dialogue options when you use a taxi in GTA.
There is a difference though, Bethesda didn't even do the bare minimum, modders had to fundamentally change as much as able to hence why there are so many pre-reqs to be able to use a number of mods and do other things. Like there actually is a fully working public transport system in 2.1, the previous mods didn't have that, so the previous mods can now bolster the built in system to expand it further, although it's not completely necessary. The fat that it's officially implemented is the important differentiation here, and anything else is just nice to have via a mod or whatever.
