If it was a "crash for cash" scam, the idea is that you are so distracted beeping at the BMW and looking out your side window to make sure he's seen your friendly wave that you don't notice the Peugeot has come to a complete stop on the exit of a roundabout for no real reason and smack straight into the back of it. Whereby 4 people jump out holding their necks and the insurance pay out without question because you drove into the back of a plainly visible car. The BMW isn't involved in the crash bar providing the distraction.
Personally in this case I think the Peugeot just panicked at the sound of a horn and stopped like a muppet.
Watch a few dashcam video compilations and you'll soon realise just how many people in fact speed up with horn blaring at hazards just to make a point about how close they were rather than slowing down.

As for the "incident" above - Dashcammer gets angry at BMW (who was fairly brisk in his exit and was well out of the way before you got to him anyway) blares horn, Peugeot thinks horn is for them and stops. Not sure there is much else going on there.
Lot of thought gone into that with the location of the USB power port, NOT! Did they design that on paper and never put that into a car?
Not really, it stops it from accidentally being pulled out by mistake. If on the top or side it could be detached if you move the cable.
