No that is something completely different, most likely down to poor optimization which will be one of the last things sorted I suspect. You can test this in town with something like FRAPs, go up to a building, face away from it looking at the greenery only, note your FPS. Then turn and face the building and your FPS will drop.
As for the FPS bug, this issue as far as I understand it: certain actions (like moving things around in your inventory or putting them in protective cases) causes the items to render incorrectly. They either flicker and/or the textures go a single matt base colour. This issue seems to cause a memory leak and VRam starts to fill up, as it does FPS drops dramatically, usually in fits and starts until it becomes very consistent. Once the VRam fills up completely, the game generally crashes.
Pre-patch the only way to sort it is to dump any and all flickering or improperly rendered items, do less inventory tetris and stop putting things in protective cases.
Small issue for you maybe, big issue for many other players. Doesn't sound like you've experienced the bug at all to be honest, or were very very lucky. For many it becomes borderline unplayable or the game just crashes outright once the VRam fills up.
I was playing with someone a couple of days ago and once it got so bad every 2 minutes or so FPS would drop to basically 0 for both of us. Thankfully we never got in a firefight or it would have been game over for both of us. I also played last night and some shotgun snap loaders I put in a protective case had matt textures and flickered, at one stage the VRam filled up and the game just crashed outright. Add that to the fact your character stays in game for 30 seconds after you logoff was almost a recipe for disaster.
