Steampunk insinuated that developers were being swayed by Mantle because of GCN being in consoles, but it seems he edited the post so that it made a little more sense.
You're saying that they're similar still, I don't want to pick hairs. They're not, hence why industry leaders who've worked with Mantle are speaking about improving DX functionality outside of their own API (Mantle), but the end goal is the same yes.

It's been said countless times that the Code Devs use on the console is much the same as the PC code.

The Xbox One is pretty easy to understand because not just the hardware is similar to the PC, but everything like the SDK, the API is really similar to what you would find on a PC. On PS4 this is a little bit more complicated, but I personally worked on PS3 before.
