Why don't you go and spend some time with a pack of wolves in their "natural" state to get some first hand experience of how aggressive they aren't
You're likely also descended from a nation that was involved in one of the slave trades - Are you doing much of that, these days.....?
As for your wolf idea, that depends whether you're looking at the outdated and flawed 'Pack Theory', or the actual behaviour of wolves in their natural environment which is more familial.
The ancestral lineage between the ancient wolves from which dogs descend and those of modern wolves genetically diverged about 40,000 years ago. As you'll know from the earlier discussions around heritability, environment is the greater influence in canine behaviour, which is why dogs were domesticated and wolves weren't.
Furthermore, dogs and humans show considerable genetic, physical and behavioural evidence of both parallel and co-evolution, to the point where dogs are closer to humans than some of the species to which we're more genetically related. Humans and dogs can read each others' emotions and social interactions better than chimps, for example.

In short - Nice idea, but there's nothing in the wolf thing.
My only issue is the clueless idiots blindly treating a symptom and not the cause, despite this being widely condemned for over 40 years.
YOU started this thread, with the question, "Do we need to look at dog ownership and something to ensure only the right people can have a dog?".
The answer is obviously Yes... but instead we're just burying heads in the sand and hoping the wrong ones will just nicely stop doing naughty things, out of the good of their hearts. Tell me again about wasting time...?
