I think this may be resolved. By chance I was outside when the offending car pulled in, and as they were pulling in front of the bays I went over and noted it wasn't a parking space and that they were welcome to use the actual bays. Which they did.

I think he may just be an idiot.

An uneventful ending this time. But it wouldn't surprise me if it happens again given it's so completely obvious that what they've done previously is not at all ok.

That looks like safe parking for an Prius. Not even on double yellows or blocking a junction. Most are ubers driven by people who probably don't have a UK licence.
