the player has to KNOWINGLY use his hand, from that distance he couldnt have got out fo the way
Drogba also used his hand to defend a goal today - but I wouldnt say that was necessarily on purpose and would have been a harsh penalty
This rule changes every time someone wants it to, it does NOT have to be intentional to be a handball, ever. Intent merely changes how its punished, accidental handball goal, no goal, no punishment, intended handball to score, no goal, yellow card.
Likewise, penaltys are a punishment in general, intended handball by a defender, red card and penalty, accidental handball that prevents a goal, penalty no punishment, accidental handball that has no consequence on the game, play on.
