Yes in a word. It's not always where the foul starts but where the ref decides it finished. Think back to England? Didn't something similar happen with Rooney?

Edit, some newspapers reported at the time that the ref was right and entitled to give the pen despite the foul being outside the box and contuining inside the box. The Gaurdian iirc were one to explain.
