Please try these steps:
- Verify that your device has a connection to Google servers: open Google Talk and see if it is connected.
- Verify that your device has a connection to Cerberus servers: open Cerberus, log in and then exit the configuration.

Correct me if I am wrong, but is google talk not needed for some stuff? iirc there was something mentioned about it in cerberus???
gtalk.apk isn't required for anything.
What's the recommended way of doing that? Use Root Uninstaller, or delete all traces of apps through ES File Explorer?
All signing in to gtalk does is help register with the push server sooner, it's NOT required for it to function correctly.
It's basically a diagnostic step for when things don't work.
