I dont think the AI should be perfect, the game needs to leave you areas to exploit, so is that deliberate from the dev's?
I remember playing a recentish football manager game, and I noticed when I changed to a formation that was making my team dominant the AI would react very quickly, if I reacted again the AI would counter, making it impossible to be doing better, thats an example of making an AI too good and a game too hard, also remember a RTS game where the AI was trained to micro manage units that was way too hard.
