This is what he said, quoting the BBC:

"We are getting the best referee, there is no doubt about that," he said at the time.

"But (getting a bad decision) is definitely our big fear.

"We have the players to do it all right. We just hope it's our turn for a little bit of luck"

It's an absolute joke :/

Those quotes weren't resulting from one question about Webb though and the charge is comments he made about Webb which was that SAF thinks he's the best in the league

They've assumed that he's trying to manipulate him, assumed being the key word.

It's not about what he's assumed to be doing. There's a simple rule in place not to speak about the ref before the game and he broke it. If they didn't charge him, people would say they were ignoring it when he broke the rules.

It will only be a slap on the wrist and a fine anyway.

I remember Moyes speaking about the ref before an FA Cup semi-final against United but he never got charged for it.

Unless it's a new rule they've brought in.

It's the little known Rule 187.24, or the 'fine Ferguson for the hell of it' rule as it's more commonly known.

Not really, it's Fergie playing mind games with the referees, he is trying to influence the referee with the bottom two quotes.

He's done it for years usually before big/key games it's good to see them clamp down on it.

Cant speak about ref's in positive or negative light before games anymore.
Broke the rules and got punished.

There shouldn't be an inquest as to why he got punished this time, the inquest should be as to why he never got punished the other <x number> of times he speaks about the officials before games.
