Qatar could still lose it but I don't think they would take it off Russia at this stage.
Sad to see that the corruption goes so far back though. I thought it was an odd choice of location at the time for SA but I guess now we know why.
For one thing, EVERY bid has been corrupt. Throughout literally the history of all time, when a group of people can vote on something others try to influence the vote.
Don't forget that lets say I was the France fifa delegate, maybe I wanted to bid for Qatar instead of the USA... then someone offers me 5mil to vote for Qatar and I accept it. It doesn't actually mean the corruption changed the vote. As often as corruption effects a vote, lets take congress or the senate voting for some kind of military action which just happens to pump 100's of billions into certain defence contracts who just happen to be offering jobs in the future for votes today, corruption is often just a way to get paid for what you were going to vote for anyway.
Fifa had a fairly noble(outwardly) goal of taking the world cup to new countries and new continents. There are millions of fans as dedicated to football who live in South Africa/Africa in general who would never get the chance to be involved in a world cup if it was generally always held in richer regions of the world.
I may choose to sell my bid, but only accept bribes from countries I deem fit in with that goal. For instance without remembering who else bid, maybe Fifa had a decent goal of holding the cup in new places and the USA, England, Japan, South Africa and Australia all bid. I may rule out the first three automatically then give my bid to whoever offers the most out of South Africa and Australia.
Corruption can be more or less corrupt than you think, it can change the outcome of a vote or merely mean people get paid for the votes they would make anyway.
If you don't think even back in 66 that people were nudged along into voting for the World Cup to be in England with favours and fancy meals out and promises... this is how the world has worked since the dawn of time. People make deals to get into positions in their federations, lets say Dyke was appointed because before he got the position he promised to support someone who then pushed to get him into a job at the FA. Old boys club and friends of friends getting jobs. Then from the FA people make promises to get votes to be elected to Fifa, then at Fifa you make promises to people to get people to vote for your bid.
We take part in corruption with our own government elections. How did the parties get elected exactly, oh right, by making promises. How did Miliband get elected as head of the party, that's right, by making promises to the unions to get their support.
Blair supported an illegal war and lied to his country... then magically gets paid a million here and a million there to make speeches to executives in fancy luxury retreats for uber rich businessmen. If you looked at who made money out of the war and who is paying for those speeches and retreats don't be surprised to see a lot of the same companies.
I just find it hilarious people are getting upset about the world freaking cup... but are absolutely fine with everything else.
