You can, in setting app you can either select default driver or once installed you can manually move it.

I've watched 3 streams 1 on 980ti and two on 1070, they all had loads of stutter and dips under 40fps at 1080p.

At the same time though I've watched youtube videos at 4k on a 980ti hitting 50-60fps just fine, I'm confused at the huge difference at the minute. I guess we'll see tonight after midnight

Might be like you said streaming of dx12 software might be giving it negative performance.
I know recording with obs apex was fine, but I was using amd encoder. Steaming encoder might be the issue here.

I can't, it's giving me an error any time I try. I am hoping it's something to do with the encryption on it and it'll be ok after launch.

Yeah pre-load won't work, all the files won't be installed correctly. This how they stop you from running the game.
Once installed after release you should be good
