People really dont need to justify to you why they enjoyed it more. Asking this question comes with the annoying implication that they are just confused, incorrect or mistaken in their preference.

That sounds like some weird butthurt thing. I know people don't need to "justify" anything to me, I'm merely curious as to what aspects of Fallout people enjoyed that Witcher 3 didn't have/do.

Not a 2015 game. Arguably not even a 2014 game. ;)

True, I just happened to have borrowed a mate's PS4 to play it in 2015. lol. Great game though, wish they made more games like that.

On PC it has not been the best year for stand out quality games for me. There have been many good ones, but not great.

Also interested in what made Witcher 3 so good as so much of it was really poor.

Solid open world with a consistency not seen in some games. Fallout manages this as well. An area where I believe Witcher has Fallout beaten by a very very very significant margin is in Story and Characters though. There's pretty much only one decent character in Fallout from my view, and that's Nick Valentine. The rest seem... I dunno, like they're just reading lines from a script (I know that's what the voice actor is doing, but it's not what the character should be doing). W3 characters for the most part are believable and significantly more colourful, and definitely more fleshed out.
The main story of the 2 can be considered "similar" in that both main characters are looking for their "child". The difference comes in the fact that Witcher 3 can show you the bond between Geralt and Ciri, and it does flesh out their relationship quite a lot and makes you care about it. Whereas Fallout says "here's your baby, it's taken, find it." There's no emotional element, no reason for you to actually give a damn.
The side quests in both games are also strong, but again I feel Witcher has the edge. They're usually more diverse and lead deeper than you'd first think. A simple fetch quest can develop into a 4 hour long quest chain, but the same can be said of Fallout's side quests - the difference being the outcome of the quest chain. Witcher 3's leave you with some feeling of accomplishment and often have an effect on the world whereas everything feels pretty isolated in Fallout - the only thing connecting the individual quest lines is that it sometimes gets a mention on Diamond City Radio.
Combat is a weakpoint in both games tbh, Witcher's combat was never good and pretty much just serves a purpose of "you're a witcher so you kill things". Fallout's combat is equally bland and serves only to push you for better gear. It's arguable which has the better/worse in that case. Neither is particularly a winner there.
Graphically, no one can argue W3 isn't a pretty game. FO4 could just have easily been a mod to FO3 in terms of appearance. Yes, you can argue the importance of graphics and I'm not saying it's a huge factor, merely stating that it is still a factor and one that Witcher wins hands down.
As for the "relationship" between Father and your main character in FO4.. jesus ****ing wept. What a train wreck that piece of writing was. Your main character asks nothing pertinent, no emotional bond is even attempted, no questioning of the Institutes end goals or justification for actions. It's just... so bizarre and "fake" - it feels stupidly out of place to me. After everything you go through to find him, there's so little.... anything..

One thing Fallout *could* have a lead on is modding, though I've not really looked what mods are available in W3 and only skimmed a few cosmetic mods for Fallout (such as SweetFX presets and enhanced textures).

Neither game is perfect, and there are definitely aspects of W3 that could have been improved, but the overall package was vastly superior imho.
Oh, and boobs.

Witcher 3 for me. What a fantastically realised world, had me lost for many many hours.

That's why I don't play witcher much, last time I fired up W3 when I thought 1-2 hours have passed. I looked at the clock and I realised that I've played 8 hours straight... :D

Yeah I'd rather play a game for an hour that feels like its dragged on for several hours.

Mad Max for me. Flawless technically looks stunning in 4K & a lot of gameplay.

My 2nd choice would be Batman Arkham Knight. Never had any technical issues with it & again it looks stunning in 4K & lots of gameplay if you enjoy this type of game.
