Cloud only game services need to be subscription based like Game Pass. Either that or there needs to be able to get some form of competition so other people can sell on the stores etc. If not, it will fail.

Indeed. A cloud based service where you buy and keep games is doomed to fail because i don't think many are willing to spend so much on something that isnt even close to being tangibly theirs.
A subscription like Gamepass is much more likely to succeed long term.
I think the problem also, was that when you compare it to buying an Xbox series S and gamepass, Stadia was really lame in comparison (espeically when the stadia hardware was not on offer). The Series S is ~£200 granted, but then you actually have a piece of proper hardware, and with gamepass being able to be obtained so cheaply, low cost access to games you can download and play locally , as well as on the cloud with other devices etc.
It was just doomed to fail, especially with the advent of the series s and gamepass.
