As I said, I have no idea what jonny's quoting but Peter Walton was very clear and that was what my understanding was of the rule too. Unless you're making a genuine attempt to play the ball then denying a clear goalscoring opportunity will still result in a red card + a penalty. The rule has been made like that to prevent defenders 'accidently' running across the back of a forwards legs when they're about to tap the ball into an empty net.Intent clearly comes into the refs mind though. In the text posted by Jonny the wording is "accidental" and in the text posted by omnomnom the wording is "an attempt to play the ball", which goes to intent.
If what omnomnom has posted then I agree, technically it's a red but it seems like horribly written rules, as it ignores the possibility of a completely accidental foul where the player is neither going for the ball or the opposing player
