Not really - a decent tackle will take the ball away from the attacker, or at least move it into a position which stops the attacker's movement. If you touch the ball in a way which doesn't really have any impact, how can it be said that you've won the ball?

Because a touch that 'has impact' is very subjective and liable to refs to **** up.

Getting a touch as long as not in a dangerous manner is a lot more binary (still not totally). I wish we got a penalty but yeah makes sense we didn't.
